- Drop the "N selected" header from the actor summary (buildings never
showed a total count header either).
- Use the "<type> x <count>" notation everywhere (building multi-select
and actor summary), matching the recipe tooltip.
- A lone actor selected together with scrap now shows the count summary,
not the full stats panel; the stats panel is reserved for a single
actor with no scrap.
- Append the scrap total as a line of the same summary label so all
lines share uniform spacing.

REQ-UI-STATION-STATS-PANEL, REQ-UI-SCRAP-PANEL updated to match.
