Replace the Save/Load buttons in the factory-building blueprint panel with
automatic persistence: save on shutdown, load at startup. REQ-UI-BLUEPRINT-SAVE,
-LOAD, and -PANEL now match the ship-layout blueprint rules (REQ-MOD-UI-BLUEPRINT-
STARTUP/SHUTDOWN).
