Document build button grid icons in requirements

Add REQ-UI-BUILD-ICON (per-building SVG chip icons loaded from
data/icons/buildings/) and extend REQ-UI-BUILD-DISABLED to cover the greyed
icon variant shown for unaffordable buildings.
